Same problem here with Steam - it says it's updating, but after it's complete and you launch the game and click 'log in' it says "Login error - there's a patch you need to install, please exit and start again."
Bottom right corner of the screen still says "release tags/1.3.1e" |

It's not downloading anything. All it's doing is validating your files and launching the game. 0/0 bytes downloaded, I don't think the patch is up on Steam, or someone messed up, though it clearly knows there's an update available -- it isn't being applied.
