For the Lightning Coil as i know,is a bit tricky to fit it without losing resist capped. So if ur gears provide not enough res, or u using many uniques it will be a mess ( escpicially when u have low life pool under 4.5k ). And its only prevent incoming physical, useless against ele,chaos damage.
Here my suggestion :

-If u want more LIFE, resist + flask life recovery for survive -> Go for Belly (I was asked a knowledge player reached lv 100 bow character in hardcore perandus rank 11, "How did u do that?". He said: "Just give me a godly Harbinger and Belly of the Beast, thats all i need". )

-If u know how to fit it with -60% lightning res/ without losing dps/life/other resists AND u have Taste of Haste -> Lightning Coil best in slot.
- Another option is Kintsugi, it works nearly the same with LC (without - % resist), but much more expensive.

Alpha's Howl is good, but i would prefer using englighten lv 3/ pick up 3 reduced % mana reserved nodes near shadow and u can keep Rat's nest or any rare helm with good defense stats.

Before going deep inside, i would like to say : Get at least a 5link man... or 6link if u can when u want to travel further to above tier 5 maps! Seriously a ranger with bow mostly have DPS over defense to quickly clear maps, hit and run bosses which u r missing here with only 4linked. I see u know how a good rare item looks likes, so LC would be ur choice, but 6link Lightning coil cost around 7ex atm (5link would be cheaper). Also leave out maligaro or atziri's step, using rares with more resist + life instead if u want to use LC ( if u get a good Harbinger it will cover Maligaro stats, if u wear LC, atziri's step is not necessary).

I will continued from ur 3) idea :

Drillneck is pretty good, in combination with pierce gem. But not neccessary in all situation, i didnt use that, still get high.

4) Change the ring if u want or it needed for upgrade big item ( like the bow u said ?).

Harbinger bow is the core of this build guide, or at least nerversink was explained much above. It would be the most expensive, or medium good price (depends on stats, DPS) item. Dont worry about the 100% chance to hit, using harbinger with 90% accuracy is enough + more DPS inflict + high crit base + crit multi +life/resists...etc why not use it ?

So get one if u want to upgrade ur DPS ( a Harbinger Bow with ~ 350dps will be fine). Lioneye Glare just a temporary weapon, and will stop u somewhere in high lv maps.

5) Good idea! Try to modify ur skill tree to the way you feel most comfortable. But dont make mistake!! XD.

So I was lucky enough to get the The Jeweller's Touch prophecy and I'm wondering if it would be a waste to use it on this item that I got for 2c

I can still use it without 5-linking it but that means that I'll have to stop using frenzy for single target for the time being and just use tornado shot for everything which would be a bit slower on bosses and I figured I was going to have to do that eventually. Since Jeweller's Touch usually tends to go for about 30c I was wondering if I should just sell it or maybe try to get something even better before I use it. I'd prefer to use it myself since then I don't have to waste coins on sealing it, but what do you guys think I should do? Currently my character is level 57 if that makes a difference.

The cheapest 350 + dps Harbinger is 15 Exalteds ..... = /

I am at tier 8 ish maps, and wondering how much further I can go with my gear.

What should I be linking in a 5 link in my chest? I don't currently use Assassin's Mark as I don't know the best way to work it in. Similarly I don't have any sort of Herald being used right now

I suggest waiting until you find a better piece of gear to use it on; or conversely selling it.

I would only use it once you are ready to begin mapping, as you will likely want to begin switching a lot of your gear around at that point and stick with it for a while. Neither of those chests really speak to me as being worth spending 30c~ on

So I invested in this bow, and then picked up all the gems. My dps on character sheet went up 30%, but it's hard to say because Tornado Shot DPS isn't listed. I also didn't have a 5 link before.

Is it normal that the lightning damage is literally 2.5 times the physical? On TS, the physical is now 489-1297 and lightning is 1252-3319

I previously had no real WED, now I have a TON. How does this alter my playstyle? Do I need to swap out other gems? What about HoT now? Can I now run physical reflect maps, but not elemental?

Yes, it is normal to have lightning damage over physical. Because u r using Physical To Lightning gem, which will convert 50% of ur physical to lightning damage. This is my bad for did not mention u the Reach of the council bow which will help u free out GMP, for more damage output.

About the Harbinger like I said, the most expensive or medium good price item of ur gear XD. But the bow u having now is good enough.

Having a lot ele damage means u will always inflict status aliments to ur enemy (like freeze,shock,burning). U could switch to other (Good TS links: TS-GMP-PPAD-SP-FA-Pierce (with drillneck) or the same, but replace GMP with poison with Reach).
Yes, u could run Physical reflect if u have ton of ele damage and low physical. But im not recommend to run any kind of reflect if u dont have enough life leech + Vaal Pact (leech apply instantly).

I suggest running Herald of Ice + Curse on hit + Assassin Mark instead of HoT. Because HoT cannot apply shock and it required more Int to lv up/ HoI curse ur enemy when it shattered to others, damage cannot be reflected (will have clearing large packs with AM give more crit and power charges).And one more curse setup with vulne on hit or ele/projectitle weakness to deal with bosses.

Hey, im running drillneck and pierce, however im wondering if its worth it since i use chain in deadeye... Should i use slowe projectiles or faster attacks instead and get other quiver?
