In blast arrow are the abbreviation is CONC...I am assuming that is concentrated effect....but, I am confused because it is grn and not blue. is that just an oversite or am I missing something?

Lightning arrow hits 3 additional targets after it connects. Normally for single target you could only connect with one arrow, but if you cast frost wall on top of your target and shoot LA the wall will trigger the additional targets for each arrow. With 100% pierce and multiple walls, you do a stupid amount of damage.

That said, I tried out that build and it felt a bit "glass cannon-y" to me although that could have just been user error. There were also some map bosses with a lot of movement speed that I had some trouble with, but at the same time I took out atziri faster than I ever did with TS.

This is very interesting! Not for this OBVIOUS exploit (why should a friendly target trigger attacks? - that's about as logical as beating your own golem with frenzy for charges), but for the stuff around:
a) The debate chain vs. pierce (in combination with LA) is forever settled for me, because the video guy says changing all this makes NO DIFFERENCE! Even though the mechanic is quite different, he doesn't even adapt his playstyle.
Why should it? - You clear trash either way with LA, no matter if you have auto-aiming or stronger projectiles.
Because of that, you always decide for the stronger projectiles, since they are better against single/leftover targets. I have made the same experiences.
b) The video describes an interaction between LA and Frost Wall. Still people ask about Voltaxic Rift/Chaos Damage etc, even though it has nothing to do with that directly (at best, the exploit enables an otherwise too weak build).
c) Many people just copy the build without understanding the mechanics. Really a lot. Sad.
d) Half of the video is showing items and how that exploit opens gem slots.

Noticed something with the build, probably something I have done but im using a 317pdps decimation bow.


PTL says it converts 50% of physical dmg to lightning but with that gem on LA is pure lightning dmg with the little bit of cold dmg from my bow according to my tooltip. It seems right since with blood rage on I just can't seem to leech life to counter the life drain except for using flasks since all the leech I have is physical dmg to leech so i have resolved to using frenzy for charges before using blast rain for bosses/strong rares.

Just wondering if PTL is supposed to work like that and if this is working as intended.

what should i use instead?

Blood Rage gives you only physical damage leeched.
Your attack skill and your leech tool simply don't really match with each other. There are few ways to fix this stuff:

1.If you really like LA and P2L- you must take 2-3 nodes on tree (they gives leeching any damage as life)
2. If you don't want to get leech from somewhere else - use SA instead of LA or one of: Added fire or Inc Crit damage supports instead of P2L support gem(or both SA and AF for best performance).

It'd be nice to see your chars in profile, open them if you don't mind, or post full eq and passive tree.
I may be wrong about details, I was on break from PoE for few months. These 2 above are not only solutions, too, just examples.
