Bad PvP query

I am just level 22 and I want to play pvp, but I can't play it with pleasue cause always there is a lvl 27 player against me. There must be better query...

I am level 28 and keep killing people in lvl 16-20. (29 now... no more pvp for me.)
ScavengerCutthroat is prob. not too popular amongst the people I killed. ): A fight against another level 28 is rare. |

Maybe it is in cause of too few people that are playing PvP. In my oppinion, there shall be some unique small reward for winning the matches.
