most popular pvp lvl?

I'm new to the game and from previous online rpgs like dark souls or demon souls there was a popular lvl where you could find the most fights. Does anyone know what is the most popular pvp lvl?

the most popular would probably be merci open pvp where any lvl can fight against anyone else. If you want a lvl cap and regulation on items then lvl 28 pvp is where its at. Still I think open pvp queue is the most popular overall atleast in the popular leagues.
