Question about PvP in HC / Nemesis

I'd like to try and get into pvp but I've got a few questions :
As I understood there is 2 pvp mode, one for lvl 1->28 one for 28->100. 1 ) To enter the Low lvl duel one, you must be level 28 or under and NOT have been in cruel, is that right ? EDIT : Got the answer from another post ! 2 ) If I've got a character in HC, do I play only versus other char in HC ? (can i duel with ppl in nemesis ? in standard ? dominion ? This is something I would like to know as well! I play HC and there are just too few people who want to PvP. It wouldn't be interesting if PvP Season 1 consisted of <50 players in HC.

I hope that at least we can pvp between hc/nemesis and sc/dominion.
