A quick question about Domination ladder

Does it include every character that is (currently) level 46-47+? Because I have sufficient experience on my duelist but cannot find him in the ladder.
i.e. how does the ladder work? |

Ladder only shows the top 15000 characters. At the time of this post, Rank 15000 Domination is L50, although the minimum target will rise every day as people gain more exp.
