Short answer: 1 chaos, but the more likely version is that nobody would use them even for free.
Long answer
Items like these are best measured against the existing common uniques, since those have limited and known MF values and relatively stable prices. E.g. if yours isn't better, it should be cheaper. Max values of IIR and IIQ on rare boots are, to my knowledge, 50 and 20, respectively. The IIR on this pair is close to negligible, and the IIQ is merely average.
The mods and base item are similar to Goldwyrm in particular, but are inferior in terms of MF, have high(er) Dex requirement, lower resistance value, and no massively helpful bonus such as the mana regen on Goldwyrms. Marginally higher movement speed is helpful, but not too noticeable when augmented with a quicksilver with movespeed suffix, which is an important farming tool. Decent roll Goldwyrms can be bought for 1-2 chaos nowadays, and that limits the price of this pair to 1 chaos at the top end. However, the problem you're facing with isn't exactly that they're worse than common uniques—it's that nobody wants to buy a rare item inferior to a common unique when they can buy the unique itself for nearly the same price. <Tyrfalger> Exactly, the next act is going outside Sarn and into those wheat fields (see the map) to become a farmer.
