So, when will there be races that don't start at level one?

Title says it all.

I'm sick to death of low level characters with no diversity in builds or skills.

I understand some people actually somehow enjoy playing on low level characters. But please, hurry up with some races that start at lvl40+ with a pre-race setup time.
