Nice wand - 1 h Searing Touch'ish

Any ideas? I don't play caster but seems pretty nice since it gives you a shield slot over searing touch. No burning mod but you can pick up more spell damage and the missing cast speed on the shield, plus whatever other useful mods the shield has.
