PvP Evasion

Hey guys! I just played in the 1 hour Cutthroat party race. It was a lot of fun, and ended with me getting 2 shot by a speedy Templar xD. I rolled a ranger, and went pure evasion. At level 11, I had a 49% chance to evade, and yet I was getting hit 100%! What's going on? Is evasion rating working as intended for early game PvP? The only time I wasn't hit was when I physically ran away from someone :(. Other than that, great event, and thanks to everyone who participated :D.
