PC on a belt I think is good but maybe not who knows

Ok since CI is the new hotness and I have no idea how this stuff works I'm going to ask about this and similar items:



Clearly the armor roll isn't super good, but I think that would be a pretty sweet belt for an EK or phys melee CI build. What sort of price am I looking for? Am I wrong and it's garbage?
