Act 4 Bug (Arastas / Excavation Site

I have the questr to get to excavation site, which if i do (moving from arastas after killing the boss of the area) its still the same quest step, if i ignore it and move on, kill the boss of that area, i can go into the room where the dude should forge the weapon which then gets taken by the jade armor guy (csgo flashbang room), but nothing spawns in there / the hidden one doesnt come so the stuff doesnt start, ive reset the are, verified files on steam, reset and re dit arastas/ the excavation site, etc. i would like to know what i need to do to fix the bug
