Shader dont Load POE 2

Hello, I have a problem with the game. When I play, the shaders barely load. It doesn't matter how long I stay in one place or run around the map — either they do not load at all or only a small number of them load in POE 2

My PC specifications:

AMD Ryzen 5 5500
NVIDIA RTX 4060
16 GB RAM 2666 Mhz
SSD

I have already tried all available graphics APIs/settings: Vulkan, DirectX 11, and DirectX 12, but the issue still persists.
