Graphics issues - vsync - 30fps locked - flickering in windowed

Is it something I'm doing wrong? in windowed borderless and fullscreen i get screen tear but vsync locks me to 30fps; in windowed mode I get no screen tear so i can run 60fps but the bottom of the screen flickers nonstop to the point where chat is unreadable.

what gives? I've played since launch and never ran into this before.

1080p 60hz - 5080 16gb - ultra 7
