Why is my connection from Egypt being throttled?

Hello GGG,

My connection from Egypt is being throttled, I can't access the website, updating the client with a 1gbps line is only yielding 2mbps download speeds, I have to use a VPN to get half my line connection and the website is not loading for me unless the VPN is working.

does that mean I wont be able to play the ancients league because of the throttling?
