Qimah Reservoir portal is gone

im playing solo self found and the portal to Qimah Reservoir is gone. i talked to the npc, they opened the portal to the area, but i decide to look around for point of interest before taking the portal, and when i came back, the portal is gone. resetting instance or replaying the previous areas is not fixing the problem. i cant continue to progress the campaign due to this. i saw the only fix is to join another person's instance, but im on ssf so i cant. please fix this, i see this same bug has been having since last year.
