Stuttering and lags

After multiple attempts at playing the game today, I can definitely say that something is wrong. The game stutters every single second, making it completely unplayable. I am experiencing constant micro-lags that eventually lead to a total screen freeze, forcing me to shut down the game.I am not sure if this is a server-side issue, but other players in the global chat are reporting identical problems. For reference, I am playing from Germany on the Europe server.

I have already tried the following troubleshooting steps:

Reinstalled the latest Nvidia graphics drivers
Cleared the DirectX/Vulkan shader cache
Increased the shader cache size in the Nvidia Control Panel
Adjusted various in-game graphic settings

Surprisingly after doing this, the game worked fine for about 5 minutes before the severe stuttering started all over again. Could you please look into this or let me know if there are known issues with the European servers today?
