no green contracts?

Im trying to get huck to show up but im no longer getting any green conctracts ive been getting so many unique ones everytime and ive done all that i get but no green am i just getting unlucky or am i bugged?

The appearance of rogues does not depend on green contracts.

Just run contracts, other NPCs will show up.
