Not easily, best bet is probably recombs.
Use harvest "Reforge an Influenced Rare item with random modifiers, including a Influence modifier" to get the recover on block mod.

you would never use that reforge trying to hit the recover mod.
use reforge def
800 in 5800 mod weighting.
reforge influence is 800 in 8000... and the reforge is much more expensive.
