Recombinator ilvl Formula

I thought the formula to calculate the ilvl of the resulted item from recombination was the "mean" of the ilvls of the two items +1. But now I recombine two vaal regalias ilvl85 eacfh and I get ilvl85 still.

It's average ilvl +2 but can never exceed the higher ilvl base.
