Which one is more worth it? (Statistically)

I am a Tornado Shot enjoyer, and right now I am tryna squeeze every bit of DPS I can for my build (at least the hidden potential).

Thinking of implementing a 21/23 Tornado Shot and right now on standard it's listed for 30d... and then doryani's institue for avg at 1d each.

so if I were to get 21/23 -> is it Statistically cheaper to just buy it or pray for RNG and make it myself

It's around a 1/16 chance so you're better off buying it unless you have a bunch of 20/20 uncorrupted Tornado Shot in your back pocket.

just buy it. i mean you have a multi mirror build so what does spending an extra 30d even matter ?

I mean.. I was able to afford a multi-mirror build by cutting corners , haggling & negotiating and finding all the ways I can save currency.

so do beg my pardon but if I can save even 2d, 5d, 10d or even more than that.. I will cause every divs saved means it can go towards somewhere else.
