Snipe Support question

I am trying to do a bleedbow slayer I slotted the Snipe gem to play a support role for puncture skill. But the Puncture skill is greyed out and Snipe is not supported by puncture. Would this be because the snipe gem is a higher level gem than the puncture gem or is this something else? Thanks for any suggestions
