Wind armor, a evasion dex style guard skill

I think i had a pretty good idea for a evasion based guard skill.
A toggle skill giving you 2 buffs, one vs spells and one vs attacks. They both give % dmg reduction vs next hit then go on cooldown. Spells: this would be some % dmg reduction with a cooldown before coming up again (maby inc. Cooldown everytime your hit by a attack?) Attacks: this would be the same, but a longer cooldown and adding a second or 2 to the cooldown everytime your hit, so it scales with evasion to have good uptime. Both would probably have a max dmg reduction based on some % of your life ? Why toggle and not active ? I think evasion doesnt work with a panic button.. of your already hit, you wont be hit again. Cost: remove dmg reduction from armor while skill is toggled, maby set max endurance charges to 0 ? Its also a guard skill so prevents other guard skills while toggled, might also be a aegis skill to prevent that ? Also have cooldown not be modifiable, so people cant scale it Any thoughts ? It isn’t strictly a guard skill, but the dex based, evasion focused version to Molten Shell would be Withering Step. It grants Elusive, which effectively serves as an evasion themed layer of damage avoidance.
