Greater Chain Support's "skills chain 50% more times" does not apply to Arc of Surging

Unless this is for some reason intended, to me it would make a lot more sense for the "skills chain 50% more times" of Greater Chain Support to be applied before the chains get converted to splits rather than after, currently it only applies the +1 chain.
