RTX 2080 is obsolete for Path of Exile 2?

I encounter a serious problem with frame massive drop frame in game Path of Exile 2.I check system requirments and my video card passed.
In game i started with 144 fps a map on a atlas, and in heavy battle is becoming unplaylable and dropped to only 7 or even 15 fps :(
My video card is an RTX 2080 with MAX-Q laptop with 8GB vram.
This video card is obsolete for this game,or this game is bad optimized ?
Someone with an RTX old series card like 2000 series have problem with fps drop like me?

I tried some option at settings, even with Nvidia DLSS set to performance i have worst experience. If i set to NIS Default, i have same experience and so on.I tried even on low resolution like 1280x720,nothing happened.I checked temp on GPU and CPU.On gpu during the game i have 72-74 temp,on the CPu i have 85 and sometime 95 degree.

My video card is up to date,CPu is i7 9750H,32 Gb RAM and 1 TB M2.SSD,300Hz display refresh rate.

Model of my laptop is Asus Zephyrus GX701

This configuration is obsolete for Poe 2 ?

My gold question is :
Is there any program available on the market or some tweak to improve and boost fps for an old card like 2080 ?
thx

For high-end content, it seems so. Bottleneck for both CPU and GPU.

While the issue of insufficient GPU performance can be addressed, such as lowering graphics settings, reducing the resolution, or enabling upscalers, there's little that can be done about insufficient CPU performance.

You can check what's currently limiting your performance by pressing F1 and looking at the CPU and GPU values. In simple cases, the higher value is the limiting factor. It would be good if the shader line wasn't active, as shader compilation can put a lot of load on the CPU.

Nothing's happening here. You need to take screenshots in the battle where you're having the problem. You can simply record a video using the standard Windows utility (Win+G), then make a screenshot video.

I see the CPU frequency at 3.1 GHz according to the monitoring. The processor can run at 4 GHz across all cores. It's most likely hitting either the TDP or temperature limit. Assuming performance is linear with frequency, you've lost 30% of performance. That's a very rough estimate.

According to Google AI, this laptop has a Turbo mode. This solution can increase the CPU TDP limit to 45-60 watts. The remaining issue is CPU heating. This can be addressed by limiting FPS to 60 frames per second and possibly compromising graphics quality. This can significantly reduce GPU heat, which can indirectly contribute to CPU overheating. Hopefully, 45-60 watts will be enough for the CPU to maintain 4 GHz.

Despite the FPS limitation, frame pacing and the minimum FPS may improve. Control smoothness may also be slightly affected.
It's best to use the already installed RTSS as an FPS limiter, setting it to a frametime limit of 16667.
