Unfortunately the issue isn't server-side but between you and the server, which means there's very little Grinding Gear Games can do to try to address it. In particular, from this log it isn't immediately apparent which company's infrastructure is at fault as it's possible for routers to be configured not to participate in such tests - which appears to be the case here.

It is possible that using a VPN might help - because the problem isn't the actual servers themselves, anything that changes the route used by your traffic when your computer connect to one of the servers could lead to you bypassing the problem entirely.

It's worth noting that this isn't technically the point of a VPN - but hey, if it helps...
