Latency Issues

As others have also stated, big latency spikes, disconnects, rubber banding, etc. are occurring. Doesn't seem to matter when or where i am, it happens. Some of these lag spikes are 2 minutes or more. In the more severe instances game will become completely unplayable.

This video captures a few of the lag spikes. This is relatively mild compared to how bad it can get. For reference this latency issue does not occur with ANY other game played on this PC regardless of whether the game is online or otherwise. It has also occurred for the last 3 seasons of POE. I love the game but at this point its getting so difficult to actually make any progress that i have been basically unable to play.

Windows 11 64-bit operating system, x64-based processor
POE is being played on the Stand-alone, not through steam.
