Reliquary not accessible.

Hey,

I don't know if this is a bug or intentional.
I paid for a writ runner and got my Maven stone and have the gold circle around maven on the new atlas but this didn't allow me to path to the reliquary. I notice some of my other bosses on the new atlas have a blue border and I am not sure what the difference is and if I have to blue my Maven in order to use the Rel. key.

Is it intentional to gate the Reliquary behind the Maven fight? That seems unintentional as the key is most likely to give a unique that is already outpaced by that point in the game.

The wiki mentions you can use the Act 7 device to access it but that is done by the time you get to end game. I am just a little lost on why this zone isn't just accessible on the map somewhere and was placed where it was.
