The Currency Exchange is entirely player-to-player trade.
The prices aren't set in stone; they represent the current unfulfilled orders other players have put up.

For the situation you're describing:

All Veiled Chaos Orbs listed for under 46c (so far) have been bought by other players.
More people have been willing to pay 38c for a Veiled Chaos, than there are people who've been willing to sell their Veiled Chaos for that little.

Gaps between the two values are inevitable.
If the sell and buy offers were the same value, they'd be filled and removed.
If there's only a small gap, of like 1-2%? Plenty of people would take the small hit to make the trade immediately.



tl;dr You can set your own price, at the cost of the transaction not being instant.
