AMD issues

Hello

I am having odd FPS drops I have a AMD computer setup:

Sapphire Nitro+ RX 9070 XT 16GB GDDR6
AMD Ryzen 9 7900X 12-Core, 24-Thread
64GB of DDR5 6000hrz Ram
Window 10 - 64Bit OME
Game is installed on a Samsung 850 SSD
Internet is 1GB download and 50MB upload



What would be the optimal setting be for this setup?
