Server connection issues

I sit on frankfurt, 200k ping, i go to washingotn and it works ok for 5 minutes, back to 20k ping, i switch to paris i get 120-160 ping jumping up and down and everything teleports around.
Youtube isn't lagging, speed test went well no issues, what is going on in PoE that doesnt matter where i go its just lags? One league where i was having fun theres some shit with servers again, please its been years, do something with the servers its just unbearable when its just constant lags and multiple dc's a day even with good internet.
