problem with sceptres

sceptres being considered a "mace" feels bad becouse all mace nodes and most masteries are exclusive for attacks. This problem is not exclusive to sceptres but also to daggers that can be used as caster weapons but are also stuck with nodes that are mostly for attacks.
an easy solution is to give some of them like the galvanic hammer wheel the stave treatment changing nodes from: "% increased Elemental Damage with Maces or Sceptres" to "% increased Elemental Damage while wielding Maces or Sceptres" and masteries could get something like: *spells deal 1% more damage against enemys stuned by your attack while wielding a sceptre per 0.1s of Stun Duration.
