Make pinpoint and intensify available at level 4, other similar skill gems available later

My argument is that because it is more mechanically intensive and more focused of a support gem that it should be available sooner rather than later, and other more set it and forget it type skill gems should be available later simply because they are more consistent and therefore indicate a higher degree of refinement.
