Can GGG actually do something about EU servers?

Seems like every league the EU servers are plagued with issues, ruining league starts while all the favourite streamers get ahead on NA servers. Swapping and playing at 200ms isnt exactly enjoyable plus if everyone does it the issues likely follow to those servers. Can GGG please do something?
