Not Freezing while I should have to

Hello.
I have alocated "Chilling Presence" which state "Nearby Enemies are Chilled" as well "Fingers of Frost" which state "30% chance the Chilled enemies to become Frozen". Yet this never happens. [Removed by Support] Last bumped on Mar 5, 2026, 6:36:28 PM

" Fingers of frost requires a hit to work. It is basicly just "30% freeze chance against chilled enemys" "Chilling presence" does not hit. Open poeDB an read yourself up un what a "hit" is, it will prevent you from alot of questions in the future. IGN: Toxic_Artillery

if it is not stated directly "by hit" by default it should be from all types of already applied status.
Therefore if it is requires mandatory "hit" and it is missing from the description it is misleading. Therefore it is a bug. [Removed by Support]

Is this really your account? You've been playing for over 10 years and you're writing this? Don't you know how freeze works?
It's just a "% chance to freeze" mod, like on other passives or items. It doesn't say "Freeze on hit" anywhere. |

" If it were intended to inflict the status effect on its own, it would include a duration for the Freeze. Other non-damaging ailments have something stating a "base magnitude" that's used when a source for the ailment doesn't mention the magnitude of the inflicted ailment, but Freeze doesn't have that. Freeze only has a "minimum duration", akin to the "minimum magnitude" that other non-damaging ailments have--which is very different from a "base magnitude". For an example, see the Occultist's "Frigid Wake" ascendency passive: " [edit] Should also note that Fingers of Frost doesn't have anything saying "when" it would happen. No "when they become chilled", "every 4 seconds", etc. If it were automatic, it couldn't be happening every frame, so there would have to be some mechanic for causing it as well as a description of the mechanic--but it doesn't mention one.
