Voltaxic Rift's new modifier "Treats Enemy Monster Chaos Resistance values as inverted" doesn't specify hits, is this an oversight? Does this inversion affect ailments such as blackflame ignites and poisons?
If the poison or ignite has to be applied by the weapon, that's fine, just checking if I should theory craft with Scourge Arrow Voltaxic Rift.

Almost certainly exclusively Hits.
Rakiata's Dance has the same phrasing, albeit not for Chaos.
Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.

The base damage per second dealt by a single poison is based on 30% of the combined flat physical and chaos damage of the hit.[4] This DPS is not based on hit damage taken by the enemy; it is a separate calculation, starting from flat damage (base and added modified by conversion) before modifiers. This prevents stats like chaos resistance from mitigating poison twice.
From the wiki
Poison is an on-hit debuff, as I understand it, it uses the base damage before resistances are applied for the calculation of poison damage
To the best of my knowledge the only sources that effect chaos resistance calculations for poison are void beacon and serpentine spellcaster, while wither just makes them take more damage.
But maybe one of those new support gems has some new effect that is just what you're looking for but we don't know what it is yet.

Lowering enemy resistance definitely increases poison damage... Despair.

Nahhhh, reducing enemy chaos resistance definitely affects the amount of poison damage they take. My realisation was that Voltaxic Rift only affects the damage an enemy takes from a hit, so it doesn't affect poison. A curse like Despair, or a unique like Original Sin increases the damage an enemy takes from poison but it doesn't affect the base damage of the poison.
I thought Voltaxic Rift might work like Original Sin but only attacks, turns out it's like Rakiata's Dance.
