No Access to Breach Genesis Tree on Second Character – New Player Question

Hi, I’m a new player in Path of Exile and I have a question.
On my first character everything worked fine – I had access to the Breach Genesis Tree and the related quest.
Now I created a second character and I don’t have the tree or the quest at all.
Do I need to unlock it again somehow, or could this be a bug?
Thanks in advance for any help!

I didn’t play Phrecia, but my guess is that if you create a tree there, it counts as a separate league from the Keepers League.
