why are lock medallions so scarce

i don't understand why I'm struggling so much with lock medallions. i have 14 spymasters which doesn't seem to matter anymore. i don't know why players cant sustain a concept of a game the players spent hundreds of hours to build and sustain. my next run if i don't find any locks (again) in my 75 room temple, I'm gonna have to rebuild for the 4th time. I'm not doing that again, i guess my league is soon to be over.
