[controller] Tujen will reroll instead increasing currency by 1000

When haggling, you are supposed to increase currency by 1000 with "LS+UP" combo as seen in the help.

"LS+DOWN" will correctly decrease haggle value by 1000.
"LS+UP" will instead close haggle window, and reroll, causing user to loose, super duper valuable mirror of kalandra. Not me, I only lost 1 div.

Problem is, that lower window seems to have priority for controller event consumption. Like, "LS+RIGHT" should increase currency by 100, but filter bar is cleared instead, and currency is not increased.
