Syndicate hideout stashes have no loot in certain situation

So, I filled the syndicate intervention investigation bar while in a map, and decided to open the syndicate hideout while in that map. Went through it, everything normal so far. Killed the boss, got some loot, went to open one chest, got some loot.

Then I noticed my inv was full and wanted to clear it out a bit, went out from hideout, to my map, then from my map back to my hideout, emptied inv, went back to map, back to syndicate hideout.

I had four members of the syndicate in there, so 3 stashes left after the 1 I opened. Only now that I started to open them after re-entering the map and re-entering the syndicate hideout, these stashes dropd 0 loot, nothing at all.

Double checked by holding alt, nothing, took off loot filter, nothing. So, 1st stash I opened before leaving area (this had loot), stashes 2 and 3 I opened after re-entering the map and the syndicate hideout (no loot), stash 4 (no loot) was opened after 2 and 3, with the only difference that this time I turned on the recording before I opened the stashes, so that I have evidence.
