Shifting Portals Portrait Frame

I really, really want the shifting portals portrait frame MTX, which was one of the rewards from the recent Phrecia 2.0 event. Of course, I was unlucky and received a boot and a wand transmog. I don't see these Third Edict mystery boxes even for sale any more. Is this opportunity to ever get the portals gone forever now?
