[CRITICAL BUG] Atlas UI (G) won't unlock after Epilogue - Progression Soft-locked

Description: I am experiencing a progression soft-lock regarding the Atlas unlocking process. I have completed the campaign (Act 10 Kitava defeated) and arrived at the Karui Shores, but the Atlas UI (hotkey 'G') remains inaccessible.

Current State:

Questline: The quest "The Atlas of Worlds" is active in my tracker but shows no objective text (blank state).

Kirac: I have exhausted all dialogue options with Commander Kirac in the Karui Shores.

Kirac Missions: I received 1 free Kirac Mission, activated it via the Map Device, and completed it. My mission counter is now 0/0/0, but the Atlas did not unlock.

Explorer's Report: I have the "Explorer's Report" item. When I click it, it displays the error: "You have no atlas missions for Kirac". It does not open the Atlas screen.

Troubleshooting Steps Taken (All Failed):

Ran multiple T1/T2 maps (purchased from Kirac and from my own stash) using the Map Device in Karui Shores.

Successfully killed the boss in these maps.

Tried changing Hideouts via Helena to reset the instance.

Tried creating new instances of Karui Shores (Ctrl+Click).

Verified keybinds (Input -> Atlas Screen is set to 'G').

Tried pressing 'Ctrl + G' (Atlas Passive Tree), but it also does not open.

It seems the "Atlas Unlocked" flag failed to trigger on my character specifically. Please investigate and force-unlock the state if possible.

Phrecia replaces the Atlas passive tree with the Idol system.
