Vorici as leader in fortification never leaves, never appears and never loses rank when betrayed, had multiple instances of removing rank from fort members and he's hard stuck with one star as a leader for two days

also have 363 increased chance to get leader to appear, every other betrayal leader appears, and works fine with rank removal, but vorici rank 1 leader fortification
