Loading times in party

Players cannot load into a map while somebody is doing juiced content. How to reproduce:

Have somebody play a juiced map with KB. Have a second player try to enter the ongoing map. He will never load in until the map is finished.

I have this issue when joining random parties and I was running my own party and nobody can load into the map unless you wait at portal for everyone to finish loading before you start playing (which is not possible because the majority of maps has breach monsters waiting at portal)
