Meaning of "The mod "(#%) increased Charges per use" on Olroth's Resolve"

I struggle with dyslexia and have difficulty understanding some displayed information. Is the #% better if it is lower or higher? Example: 115% increased Charges per use versus 101% increased Charges per use.

lower is better for this, but it is a fairly small different either way. I think the lowest you can get it down to is like 55 charges per use, out of 60.
