Atlas not spawning Citadels (BUG)

My atlas will literally not spawn a single citadel. I am level 95 and have easily cleared 100+ maps. Yes, I have also been to the Monolith and have the Pinnacle of Flame quest active. I can assure you this is not a "just keep mapping in one direction" situation. It is a legit bug that I hope gets fixed. Not being able to complete the quest for juiced tablets is quickly ruining the league for me.
