Buff Bismuth Tornado

I think this could do a bit more damage and spawn more reliably directly on top of the player. Also have it spawn whenever there's Bismuth Ore in the map and not just after clicking it. Maybe make the Tornado also screen wide so that when you're in a party everyone gets to enjoy it :).
