Watcher's Eye mod combination that I think is bugged

I've been trying to get a very specific WE this league, and not one has appeared in softcore trade. There are none available in any of the league economies, and only a single one listed a year ago in Standard.

Is it a bug, or what else is going on here? Every other possible convolution has multiples. The mods are:

Phasing while affected by Haste
+Life on Hit while affected by Vitality
+ES on Hit while affected by Discipline
