how about we turn it all around.

Vaal Thunderstorm shoot an Arrow in the Air that createas the Stormcloud (like usual).

Vaal Thunderstorm has way more stages so it takes a lot more time to generate them. Vaal Thunderstorm can only create ONE Tornado. by Gaining Stages the Thunderstorm gets more AoE and more Duration. Every Stage gains additional ailment multiplier.
